OATI ()

According to the most approximate estimations there are over 100 thousand buildings of the administrative, industrial and dwelling designation in Moscow, and every building comes within the purview of Moscow of 07.01.96 №22 "On Maintenance Works and Preservation of Facades of Buildings and Constructions".

The responsibility for maintenance of facades is taken by:

• owners and legal entities who own buildings and constructions according to the right of economic jurisdiction or operational administration;
• leaseholders of buildings, premises and constructions (if it is stipulated in the contract of tenancy).

Repairs, finishing and coloring works are permitted only when one has UATI order made up according to the established procedure.

In order to draw up the UATI order it is necessary to present the developed and agreed project documentation which includes:

• coloristic certificate decision
• TOP (traffic organization project)
• WPP (work production project)
• BOP (building organization project)
• licenses of contracting organization, and those of technical customer
• agreements of a general constructor and a customer
• project documentation of facade repairs
• right stating documents
• construction site chart
• work production chart
• orders about the appointment of a responsible person, certificates etc.
• permission of City of Moscow Cultural Heritage Committee
• USD (Underground Structures Department) projects’ approvals and other organizations on call.
