Concordance of facades

Facade is a face of the building.

According to the legislation - works, which are connected with the change of external architectural look of a building, construction, outdoor constructions of a building, are called reconstructive works. They are:

• modification of window and door apertures;
• creation, liquidation of window or door apertures;
• modification of entryways;
• installation of entrances, wind-porches;
• installation of loggias, balconies;
• glazing of loggias, balconies;
• replacement of joiners elements of facade.

Any changes of facade require project design and approval ( the proper project documentation): project of facade modification. The purpose of project concordance of the facade modification project is the obtaining a permit for reconstructive works, what is a legal foundation for the beginning of construction-works connected with facade modification.

Execution and fulfillment of reconstructive works regulate:

• Moscow Government decree of 02.08.2005 N 73-PP (edited 11.15.2005) “About the order of reorganization and (or) rearrangement of dwellings and non-residential premises in dwelling-houses on the territory Moscow”.
• Order of Moscow City Architecture Committee of 04.08.2005 N 8 “About the composition and the order of concordance of project documentation for reconstructive works in Moscow City Architecture Committee”.

Facade reconstructive works are conducted:

• at the initiative of the owner or user of the object;
• according to the order of authorities and supervising organs.

Documents for the concordance of facade reconstructive works (facade concordance project):

• Right stating documents;
• Site plan (M1:2000), notarized by a district architect hoc anno;
• Plans of TIB (Technical Inventory Bureau) (originals);
• Technical conclusion about the state of bearing constructions of the building;
• Project of reconstructive works;
• other necessary letters and certificates.

Documents for facade project concordance get the concordance in the following instances:

• Concordance with City of Moscow Cultural Heritage Committee (in case if the object is referred to cultural monuments, or it is situated in a historical area);
• Concordance of the author of the building project or project workshop (for buildings which are built according to an individual project);
• Decision of SSEEC;
• Decision of NFSD;
• Concordance with USD of Moscow Municipal Trust of Geological-Geodesic and Cartographical Works
• Asset holder consent;
• Consent of organizations which are the owners of premises, located or having communications not far from the object;
• Decision of APA;
• Decision of Moscow City Architecture Committee;
• Decision of Moscow Artistic Committee;
• Decision of Moscow state expertise;
• Permission of JC (joint committee) or Moscow Housing Inspection.

Additional project concordances (if necessary):

• Gas technical inspection;
• State housing inspection (if the apartment is in a dwelling-house);
• Building owner (for a "city" property – (MPD) Moscow Municipal Property Department);
• Other concordances are specified in every separate case (for example: USD” Moscow Municipal Trust of Geological-Geodesic and Cartographical Works”, FPS (Federal Protective Service), Mosenergo, the Metro etc).

As soon as possible and highly-qualified, our company will prepare the project documentation for you in accordance with your wishes and operating norms for the concordance of a facade project, taking into account original appearance and color-grade of the building, because the offered solutions must not violate the general architectural look of the building - otherwise while coordinating the project documentation, the Moscow Artistic Committee can refuse to assert the project.

After it, our specialists will execute and prepare other documents on the concordance of facades, which are necessary to be presented to (CAPA) Chief Architectural-and-planning Administration of (MCAC) Moscow City Architecture Committee: applications, consents, extracts, certificates, acts-agreements, agreements, obligations etc.

After collecting all necessary things, the prepared full set of documents for the concordance of project of facade is presented to be considered at the Moscow Artistic Committee and CAPA of MCAC. During consideration of the project by the Moscow Artistic Committee, the specialists of the joint-stock company “KППИ”(Investment Project Support Complex), if necessary, finish off project materials for the concordance of facades, remove remarks and drawbacks, present additional documents, protect customer’s interests of at all stages of project concordance.

On the basis of earlier collected concordances, positive decision of the Artistic Committee meeting, and concerted by MCAC project, district APA executes the Permission for the reconstructive works on facade modification.
