Cadastral certificate registration

The certificate of the State town-planning cadastre is a set of documents, containing information about the real estate object, which is received on the basis of the information resources of the State town-planning cadastre, registered in accordance with the established procedure.

The cadastral certificate is an official document, given out by the Service of town-planning cadastre of Moscow.

All decisions about ware-house complexes, public buildings’ production etc., and also the reconstruction of architectural objects on the territory of Moscow are accepted on the basis of the information which is contained in the cadastral certificate. The decisions about construction of ware-house complexes, production buildings and public buildings are not accepted without the cadastral certificate (article 23, Laws of the city of Moscow of 12.15.2004 № 88 “About the town-planning cadastre of the city of Moscow”).

The cadastral certificate contains information about town-planning regulations, other information about the terms of the town-planning activity realization on a certain area on the territory of Moscow. If a technical customer wishes, the information of the Department of the land resources of the city of Moscow about the registered rights for lots and Moscow State TIB about buildings and constructions is included into the cadastral certificate.

The service of town-planning cadastre of the city of Moscow takes responsibility for the integrity of the information, contained in the cadastral certificate (article 22, Law of the city of Moscow of 12.15.2004 № 88 “About the town-planning cadastre of the city of Moscow”).

The cadastral certificate, as an official document, is valid for the preparation of act that permits to use a site, for the consideration of the question about the placing of reconstruction objects at the City commission meeting, concerning the questions of land-use and town-planning. The question is also considered by district commissions which deal with property - land relations and town-planning within six months from the moment of its registration in the service of TPC (town-planning cadastre) of the city of Moscow.

The validity period of the certificate can be prolonged by the TPC Service of the city of Moscow for three months, but no more than two times.

Thus, the cadastral certificate is of a big importance for construction works of any complexity - for example, retail and office center, public buildings and production buildings construction.

The materials ,included into the cadastral certificate, are prepared on the basis of documents, registered in the town-planning cadastre of the city of Moscow, and developed by PMT (Perforated Membrane Technology) of “SRDI (scientific research and design institute) of Moscow layout and location plan” , by PMT of CAPA, CMCHM, PMT of MMTGGCW (Moscow Municipal Trust of Geological-Geodesic and Cartographical Works), by other city organizations.
